Add set-outbound-gateway RPC for packages and set-default-outbound RPC for the server, with policy routing enforcement via ip rules. Fix connmark restore to skip packets with existing fwmarks, add bridge subnet routes to per-interface tables, and fix squashfs path in update-image-local.sh.

several different names for different behavior:
